Research On Government Purchase Of Public Services From The Perspective Of Budget Management

Since 1990s,our country has been influenced by the wave of Western privatization and the new public management movement.The developed areas have promoted the practice of government bujyng public services earlier.In the third Plenary Session of the 18th CPC Central Committee,the party asked for a comprehensive deepening of reform.One of the measures is to put forward the promotion of govenrnment procurement services,and the government purchases public services into a comprehensive promotion and standardization stage.Starting from the background and significance of the government's purchase of public services,this paper,based on the theory of public goods and principal-agent theory,makes an analysis of the domestic and foreign government's research on the purchase of public services.Sanitation services as a common public service began in the early 90s in Luohu District,Shenzhen.At present,many provinces,cities and counties have launched the government's purchase of sanitation services.In this paper,the JY district government purchase sanitation services as a case,through the "four subject" analytical framework,describe the status quo of the purchase process involved as buyers of government,enterprises as producers,consumers and the public as the third party as the evaluation of these stakeholders,and from the budget management perspective JY the government procurement budget to purchase sanitation services when facing budget environment,the implementation of the purchase of service policy ancd government procurement budget fit,government procurement budget management process,problem and reason analysis of JY district government budget management under the perspective of purchase of sanitation services,and from the improvement of the budget constraint of government procurement,the integration of environmental policy and government procurement budget,strengthen the government procurement budget process management three aspects related to JY regulate tihte government purchase of public service budget In order to promote the government's purchase of public services by means of budgetary management.
