| Environmental sanitation has always been a city’s image and window.Environmental sanitation is also closely related to the residents.The government’s administration of environmental sanitation is also an important indicator of management of the city.Environmental sanitation services were provided directly by the Chinese Government before the 1990 s.However,with the economic and social development,population growth and the increasing of public demand for environmental sanitation services,providing environmental sanitation services by government alone can not help.Government Purchase of Services is a public service delivery model of the innovation mechanism and was introduced into China in the late twentieth century.The transaction management services introduce competition mechanisms through the purchase contract,commission and other means.Government Purchase of Services is gradually widely used in education,community health care,pension,municipal,environmental protection and other fields.Suzhou has more than 10 years history already to carry out government purchase of environmental sanitation services and made some achievements.But it also exposed some problems in the government functions,rights and responsibilities between government and enterprise,supporting systems,supervision,publicity,crowds and other issues.This paper summarizes the process and current situation of Suzhou city government’s purchase of environmental sanitation service.This study summarizes the existing system’s difficulties and the causes of the difficulties based on the theory of public goods,public choice theory and new public management theory,through literature research,theoretical analysis,comparative analysis.Learn from the foreign and domestic experiences to deal with the problems.It is proposed to optimize the functions of government administration,to define the powers and responsibilities of the government and the market reasonably,to improve the relevant laws,regulations and supporting systems,to improve the supervision system and mobilize public participation. |
