A Research On Obstruction Of Funeral Management Policy Of Local Government

In order to easing the shortage of land resources and eliminating feudal superstition in funeral customs,the government implemented the funeral and interment management policy across the country.However,the implementation of this policy was not smooth and triggered many mass incidents.Through the field research in Z City and the literature research,founded that there are two prominent features in the phenomenon of obstruction of funeral reform:one is that the illegal burials are still serious;the other is law enforcement officials represented by grassroots workers slacken in the process of policy implementation Negative,formed "burial does not intervene" phenomenon.Based on the conflict between the formal institution and the norm,this article explored the reasons for obstruction of funeral and interment management policy.We analyze how people choose funeral methods under the constraints of formal and informal institutions by constructing a utility function that includes funeral customs,.The study argues that the custom and moral condemnation from the social network and the pressure of public opinion have become the main force that determines the funeral choice of the people.Grassroots workers also agree with the funeral customs and are subject to social network pressure of moral pressure.Therefore,grassroots workers often be slack off in the face of reproach and non-support from the public and the family.The key to the formation and maintenance of spontaneous funeral order is the size of the proportion of individuals in the community initially observing funeral customs.Once the ratio exceeds the threshold,it will gradually converge to a stable equilibrium of,"burial for all";on the contrary,cremation will become a gradual and steady equilibrium.Funeral reforms should follow the "inducement of change,of customs and induce people of different levels of burial customs to shift to alternative alternatives of burial ground by changing the relative prices of burials and their substitutes.Reducing the proportion of individuals in the group who choose to burial allows the custom to converge on the new "equilibrium."...
