The new rural construction is a social performance of progress and development,and at the same time ShiErwu plans to develop the modern agriculture and speed upthe socialist new countryside construction. However with the step of the new ruralconstruction speeding up, on one hand, the new rural wins initial success, and on theother hand, because of the influence of various factors which restrict the effectivepolicy execution of the grassroots government, leads to the obstruction of the policyimplementation, problems exist increasingly in the construction of the newcountryside.
