Research On Policy Implementation Obstruction Of Beautiful Rural Areas In Lianshan Zhuang Yao Autonomous County

As one of the central tasks of the Party and the state,the work of beautiful countryside is an important work to further promote the construction of new socialist countryside and ecological civilization.Since the 19 th CPC National Congress put forward the rural revitalization strategy,the beautiful countryside has been further deepened and become an important policy measure to promote the rural revitalization strategy.Country "beautiful not beautiful" is directly related to the country revitalization strategy,beautiful countryside construction as an important gripper rural revitalization strategy,with the strategy of rejuvenating rural mutual promotion measures,become the important content of the strategy of rejuvenating promote rural and the main carrier,in order to achieve rural development,important foundation break the urban-rural dual structure.Since 2014,Lianshan Zhuang Yao Autonomous County has begun to promote the construction of beautiful villages.However,the implementation of policies has been blocked frequently.In the implementation of policies,it is difficult for all village groups to coordinate the implementation of policies,have great differences in implementation measures,implementation effects and effects.To this end,this paper is to compare representative Lianshan Zhuang Yao autonomous county of the three schiscosomiasis as object,analysis,Lianshan Zhuang Yao autonomous county beautiful rural policy implementation situation using Smith policy execution model,around the main policy itself,policy implementation,target audience and policy environment of four dimensions,in-depth analysis of Lianshan Zhuang Yao autonomous county beautiful rural policy execution obstruction,and targeted optimization path is put forward.Firstly,literature research,questionnaire survey,interview and other methods were used to collect relevant information of the representative village groups in this county in the process of policy implementation,and analysis was made to find the obstruction affecting the implementation of the beautiful rural policy in this county.Finally,to solve the problem of obstruction,specific measures are proposed according to the four dimensions of Smith’s theoryto optimize the implementation of the beautiful rural policy in each village group,so as to better improve the implementation level of the beautiful rural policy in Lianshan Zhuang Yao Autonomous County.
