Cultivated land resources are often closely related to the interests of farmers and agricultural development.In December 2022,the Central Rural Work Conference proposed to continuously deepen rural reform,properly handle the relationship between farmers and land,persistently promote moderate scale operation,provide strong support to new business entities such as family farms and farmer cooperatives,accelerate the improvement of the agricultural socialized service system,and drive and serve small farmers to develop agricultural production.Combined with the new situation and new requirements,the implementation process of rural land management right transfer policy should also be constantly adjusted and improved,so as to better guarantee the land scale and the improvement of agricultural modernization level.The thesis provides a brief review of the current implementation status of rural land management rights transfer policies in Pingdu.By comparing the gap with the established policy expectations,extensive questionnaire surveys and interviews were conducted,and the Smith policy execution process model was used to conduct in-depth analysis of the data obtained.It was found that there are still some target groups in Pingdu who have weak participation willingness,insufficient policy execution strength,and low policy execution efficiency Based on the issue of poor external environment for policy implementation,a systematic analysis was conducted from four perspectives: the overall quality level of the target group,the role of government agencies,differences in policy formulation and implementation processes,and the level of economic and social development.Based on the experience of some regions,the thesis holds that the implementation of the policy of transferring rural land management rights must involve the participation and joint efforts of the government,enterprises,society,villages and farmers,so as to effectively realize the complementary market means and administrative means,the balance between government guidance and farmers’ willingness,among which the function of the government is the most important.Therefor,Pingdu should improve the participation intention of target groups and the effect of policy implementation by further improving the top-level policy design,supporting policy support,improving the policy implementation path,improving the implementation agencies,strengthening the investment in facilities,and clarify the boundary of rights.Meanwhile,it should also continuously accelerate the construction of characteristic towns and the development of characteristic industries,strengthen the professional quality training of farmers,so as to provide farmers with broader employment space and great employment possibilities,so as to make the process of policy implementation much smoother than before. |
