Procuratorate is an important national legal supervision agency with a strong political and legal status,and the level of operation of the procuratorate is related to the level of legal system of a country.With the new age the information technology,procuratorial agency also require the use of information technology to enhance efficiency,and in order to do a good job in information technology,procuratorial agency have adopted the means of outsourcing,and doing a good job in information technology outsourcing has now become one of the most important tasks of procuratorial agency.This paper takes W District Procuratorate of Chengdu as the object of study,and from the perspective of public management,based on the theory of principal-agent theory,the theory of borderless organization,and the theory of transaction costs,we study its IT outsourcing in the past six years,present the problems it encountered in IT outsourcing and analyze them,and propose countermeasures on this basis.After studying the current situation of IT outsourcing in W District Procuratorate in Chengdu,the main problems were found to be poor integration of IT forces,poor communication between departments,and unsteady work status of outsourced IT teams.The reasons for their problems are lack of overall planning for outsourcing,serious lack of composite talents,backward understanding of IT in business departments,lack of reasonable communication mechanism,economic human behavior of agents,and contractual human behavior in transactions.Finally,countermeasures to improve IT outsourcing in W District Procuratorate of Chengdu are proposed.In terms of reasonable planning of IT outsourcing,it mainly includes reasonable planning of IT workload,reasonable planning of introduction of outsourced IT personnel,and reasonable planning of IT growth routes;in terms of changing business departments’ perception of IT,it mainly includes strengthening IT training in business departments,strengthening screening of potential security risks in business departments,and establishing reasonable communication mechanisms in multi-party;in terms of establishing win-win cooperation In terms of establishing a win-win cooperation concept,it mainly includes establishing a reasonable remuneration system,establishing a comprehensive supervision mechanism,establishing a learning organization,and dynamically adjusting organizational boundaries. |
