Research On Operation Of The Power List System Based On The New Institutionalism Theory

The power list system is an important institutional arrangement which has been given high expectations in the practice of streamlining administration and delegating powers and overall administrative reform in the new period.The power list system has been implemented over four years,and the national governments at all levels have compiled and published the department power list.There is no doubt that we obtained achievements from the system,while we also found many questions in the operation of system.In view of this,the purpose of this paper is to explore the operation situation of current power list system,try to find out the problems in the operation of the system,and analyze the causes of the problems based on the new institutionalism theory,then explore the approach of further implementation of the power list system.This paper consists of four major parts.First of all,this paper sorts out the theoretical basis of the research,including system performance,institutional change theory,power and power limitation theory,then explains the meaning of power list.Secondly,this paper examines the current status and finds out the problems existing in the operation system.As a whole,the operation of our country's power list system has achieved remarkable results,and the compilation and publication of the list are completed.Through the comparison of Zhejiang province,Shanxi province and Sichuan province Development and Reform Commission power list,we found the list of power system operation still exists many problems,including the preparation of a list of the lack of uniform standards,classification of power is not uniform,the implementation is superficial,and legitimacy crisis etc..Thirdly,this paper analyzes the institutional reasons for these issues in operation of the power list system which is based on the foundation of newinstitutionalism theory perspective.The implementation of power list system belongs to the supply oriented institutional change;in the implementation of system,the self interest of local government is not consistent with the interests of central government;and the traditional concepts and management thinking,the current system limitations,all this are the common cause of power list system operation problems,which results in the loss of system performance.Finally,in view of the problems and reasons of power list system,this paper puts forward the way to improve the performance of power list system.In the further implementation of powers list,we should pay attention to the top-level design and enhance the legality of power list system.We should stress the adjustment of system set,maintain and consolidate the performance of power list system,and also highlight the power of idea,to promote and stabilize the action by concept.
