A Case Study On The Implementation Of The Power List System In J City Of Zhejiang Province

Local government power list system is an important reform task of the CPC Central Committee and the state council.J City in Zhejiang Province in March2014 to fully implement the list of government power system,combing the power sector matters,September 2014 officially to the society published a list of government departments,October 2014 to start the power list specification comparison,December 2015 deployment to deepen and perfect the work of powers and responsibilities of the list of system,deepen the list of government power system construction.This article uses the literature research method,the case analysis method,the comparative research method,based on the questionnaire survey and the interview,carries on the analysis to the Zhejiang province J city power list system’s implementation work.This paper has combed the process of system implementation,and compared the effect of the system implementation.Analysis shows that the implementation of the power list system in Zhejiang Province,province,in line with the basic requirements of the theory of organizational change,achieved the desired objectives and better results.In the implementation,organized meetingof the deployment,establish a system implementation leading group office and a team of experts,repeated studies to determine the implementation of the objectives,a clear division of authorized to carry out work,realistic announced government power list,continue to deepen institutional process;effect,a substantial reduction in the power of the government,undertake administrative institutions,administrative organs internal organs decrease in the number,the responsibilities of departments adjusted,administrative,business demand shrank,on-the-job personnel amount gradually decreased,the optimization of the content of the administrative examination and approval,efficiency is improved.J City in the implementation of a list of power system the practice show that create a urgent reform of internal and external environment,the establishment of combination of leadership and management decision-making authority team,determine the concise,easy to understand and visualize the goal,through different levels between repeated communication correct target deviation,reasonable division of labor and fully authorized to carry out work,released a list of power to promote the formation of short-term effect,in a timely manner to promote the power list full coverage,perfecting supervision system,to achieve the goal and effect has an important influence.This paper further analyzes the list of power system in the implementation of existing problems,such as the implementation of the system of external pressing sense needs to improve,and choose the way of carrying out needs to be increased,vision needs to be further communication,the disorder of the internalresistance is larger,the short-term effect of curing enough,and the strengthen propaganda form inside and outside of the strong sense of urgency,developed for different departments from the implementation of the program,analyze and solve internal resistance barrier,promote power online public and handling,construction of effective supervision and evaluation mechanism of the countermeasures and suggestions.Some of the proposed countermeasures and suggestions to get the city of editorial office of the principal leaders of the concern and attention and in the executive meeting of the municipal government to the leadership of the city report.
