Government knowledge management (KM) in this article is limited to the inside of the government. Government knowledge management arouse from the record management and the information management. The increasing development and the perfect of the electric government provide a strong foundation to the government knowledge management.Facing such conditions that increasingly lack of continuity , certainty and forecasting, government KM is such a managing practice based on the electronic government affairs in order to adapt to the new management and function changing. This kind of practice includes collecting , organizing ,and making good use of the knowledge, at the same time creating new knowledge and putting them into every field of government management ,by making good use of the knowledge network system. It includes such 7 aspects : (1)the basic infrastructure of KM; (2)the amalgamation between KM and the electronic government affairs; (3)the creation ..function and maintenance of KM technique and system (4)the recognition and storage of the government knowledge; (5) the acquiring and retrieving of knowledge (6) the transmitting and sharing of knowledge and so on (7) the evaluation of KMThe realizing system of the government KM includes : (1) principles: (1) political principle (2) the perfect link among the man, knowledge and technique (3) KM has no ending; (4) the study principle (5)all participating principle (6) changing principle (7)innovation principle (8) allocating advantages on knowledge (2)strategies: (1) changing the conception, forming the administrative culture of government KM; (2)creating knowledge network system (3) knowledge database (4) the knowledge and technique standard that the government servants should have; (5)setting up the system of KM organizing, including establishing the special institution about this and the chief knowledge officer (CKO); (6) adding the invest continuously ;(7)simplifying the government institution ,building flat ones and establishing the incorporate government; (8)setting up the studying organization; (9)building such mechsaism that can supply the chance to share the knowledge face to face ,such as the knowledge communicating meeting, the creating symposium (10) constructing the advice feedback mechanism ; (3) evaluation: (1)the objects of evaluating, include administrative culture, thedegree of the government treasures the knowledge, the points of view about value among the government servants, the notion about creating consciousness and fellowship spirits, knowledge sharing, knowledge database, the relation between the knowledge and the aim of the government ,the novelty and the integrity of knowledge and so on; (2) the judge of the evaluation which includes such five aspects: The first is the index of government knowledge contents, including relation, facticity, authority, completeness, width and depth, novelty ,original creation and so on . The second is the standard of the evaluation about knowledge environment including the system navigation design, the classification and organization, the function of the retrieving , the user interface, the page layout, multimedia design, the interchange and safety etc. .The third one is the criterion to the government, which includes the achievements of innovation, the degree that the leaders treasure KM, investment, the KM law, the mechanism of prompting, the secrecy regulations etc.. The fourth is the evaluation to the civil servants which includes the achievements of innovation, the structure and the level of their knowledge , the degree of their education, their skills in using the knowledge network system, their secrecy consciousness, their fellowship spirits etc.. The last is the KM feedback system.
