A Research On The Improvement Of Policing Abilities Of County Public Security Organ In China

The ability of policing is an important component of national governance capacity,and it is a concrete manifestation of national governance capacity in public security work.To strengthen the study of policing capabilities in a new era will not only help improve the combat effectiveness of public security agencies,but also help advance the modernization of policing.The county public security organs are the main body of policing activities and the main elements of the improvement of policing capabilities.They play an important role in promoting the modernization of policing and play a crucial role in enhancing the policing capabilities.Based on this,the policing capacity of the county public security agencies is a research topic that the theoretical community urgently needs to strengthen.At present,county public security organs have many problems,such as poor coordination among departments,existence of information barriers,unreasonable allocation of police resources,weak ability to manage the Internet society,lack of social mobilization capacity,low level of public participation,and low level of enthusiasm for grassroots police innovation.Therefore,county public security agencies must comply with the trend of public security reform and continuously promote the improvement of policing capabilities.This article first analyzes and elaborates the theory of national ability and national governance ability.Based on this,it puts forward the concept of policing capability,its constituent elements,and the construction path for the improvement of policing capabilities,forming a theoretical analysis framework for policing capabilities.At the same time,we summarized the achievements made by the county's public security agencies in policing since the 18 th National Congress,analyzed in depth the existing problems and causes of the construction of policing capacity at county public security agencies in China,and proposed that the construction of policing capacity at the county public security organs must be maintained.Principles,ideas,and implementation paths.In view of the deficiencies in the policing capacity building of county public security agencies in our country,it is proposed that county public security organs should be promoted to implement the reform of the "major departmental police breeders" system,optimize the allocation of police resources,and improve the system of diversion of police sentiments.In response to the lack of social mobilization capacity,it is proposed to strengthen cooperation with social organizations and improve social governance capabilities.Finally,in order to stimulate the entrepreneurial initiative of grass-roots police officers,we propose to strengthen fiscal investment at the county level and to strengthen the protection of professional honors at the grass-roots level.These specific measures involve the concept,system,mechanism,methods and other aspects of the public security organs,have specific guiding significance for the practical work of the county public security organs,and help the policing capacity of county public security agencies to be effectively promoted.
