Research On The Operation Mode Of County-level Public Security Organs Under The Intelligence-led Policing Strategy

Intelligence-Led Policing is the most influential Policing Reform at the beginning of the 21st century, and has became the latest wave of sweeping through the world. It's a rethink of how the police can use their unique powers and abilities more scientific; It's a new type of police management philosophy. It prompts the police to establish the decision-making on the basis of intelligence analysis, instead of experience and intuition.Through three levels'strategy, campaign and tactics' of wide application, Intelligence-Led Policing always remains "strategic, forward-looking and targeted" in the process of controlling crimes. It can reduce crime and prevent crime by effective policing strategy and the sufficient evidence supported external cooperation program.Police organizations in developed countries (regions) like as Europe and America and Chinese Hongkong take this model, and the crime environment ready has changed. The model was introduced into China at the beginning of this century. After many years of exploration by the public security organs, remarkable results have been achieved. But the basic policing model still has not been changed. because of the imperfection of the "intelligence", and the Mismatch with police affairs. The paper tries to make some research on the basic policing model under the guidance of the intelligence of public security organs, through the comparison with the advanced countries and regions of the police affairs.
