With the prosperity of our country's economy and the progress of society,the frequency of public crisis has gradually increased.Not only do the types tend to be diversified,but also the incentives become more complex.This poses a great threat to people's physical and mental health and the smooth development of society.Now,China come in an important period of economic transition and social transformation.Effective governance of the public crisis is a major challenge for China.The government has always been the core force in the governance of public crisis and has played a leading role.However,in the face of frequent public crises,the traditional single government governance model shows many drawbacks.Relying solely on the strength of the government is no longer sufficient to deal with various major issues.Public crisis events.In recent years,our country's social organizations have continuously developed,and with their own advantages of flexibility,professionalism,and high efficiency,they have gradually participated in the governance of public crisis in China.The joining of social organizations has,to a certain extent,improved the efficiency of public crisis management.However,based on various factors such as the government,society,and social organizations themselves,there are still many problems for social organizations to participate in the governance of public crisis.This article aims to solve the problem of social organizations participating in the governance of public crisis.First,it introduces the concepts of social organization and public crisis governance,and proposes civil society theory,social governance theory,government failure theory,and crisis life cycle theory,laying the foundation for thesis writing.The theoretical basis.Second,according to the development process of public crisis,the public crisis management is divided into three stages: prevention stage,disposal stage,and aftermath stage.Starting from the three stages,the current situation of social organizations participating in various stages of public crisis management was analyzed,and the main issues of insufficient early warning of the role of social organizations in the prevention stage of public crisis,the poor effectiveness of the disposal stage,and the limited role of the aftercare stage were proposed.Then a detailed analysis of the causes of social organizations' participation in the governance of public crisis was carried out in stages.Afterwards,the United States,Britain,Japan and other foreign social organizations have learned from the excellent experience of public crisis management,combined with the basic national conditions of their own country,and aimed at the detailed reasons why social organizations participate in public crisis management at various stages.This paper proposes the measures to improve the participation of our social organizations in the governance of public crisis under the leadership of the Party and the government,including: in the prevention phase of public crisis,changing the government's concept of social organizations participating in the management of public crises,and improving related laws and regulations;At the crisis disposal stage,the ability of social organizations to participate in the governance of public crises is enhanced,and at the same time,a unified and coordinated public crisis governance mechanism is actively constructed;at the stage of public crisis recovery,citizens' trust in the participation of social organizations in the governance of public crises is further enhanced,and social organization participation is further strengthened.Supervision of public crisis governance.It is hoped that through these six countermeasures,we will increase the overall capacity of our country's social organizations to participate in public crisis management,give full play to the advantages of social organizations in the governance of public crises,effectively manage frequent public crises,and safeguard the interests of the broadest masses of the people.
