Research On Cooperation Between Government And Social Organizations In Public Crisis Management In China

At present,China is in a period of social transformation,with rapid economic growth,uneven distribution of interests,and various laws and systems are in a sound process.In this context of social development,the possibility of various contradictions has greatly increased,public crisis events are common.In dealing with public crisis events,the shortcomings of relying solely on the government's single governance model have gradually emerged.The birth of the theory of collaborative governance points out the direction of dealing with social public problems.Social organizations provide necessary conditions for their participation in the governance of social problems with their characteristics of professionalism,extensiveness and flexibility.However,due to the constraints of traditional ideology,there are still many obstacles to the participation of social organizations in dealing with crisis events in China.Therefore,in order to achieve an efficient response to public crisis events,the government and social organizations need to strengthen cooperation under a good legal environment,improve communication mechanisms,clarify powers and responsibilities,and form a benign cooperative governance situation.In the report of the Nineteenth National Congress of the Communist Party of China,it is proposed to innovate the methods of social governance and mobilize resources from all sides to build a pattern of social governance of co-construction,co-governance and sharing.How the government cooperates with social organizations in the context of the new model of social governance,and how to maximize their role in the process of collaborative governance are the main issues of this paper.Based on the theories of new public management,new public service and collaboration,and the concepts of public crisis management and social organization,this paper analyses the experience and shortcomings of the government and social organizations in the process of collaborative governance through the "8·12'explosion accident in Tianjin in 2015.In addition,this paper summarizes the advanced experience of developed countries in the field of public crisis co-governance,and puts forward a path suitable for our country's public crisis co-governance by drawing lessons from other countries' experience and combining with our country's reality:at the legal level,improve the relevant laws and regulations system of public crisis co-governance;at the conceptual level,establish a sense of cooperation in public crisis management;In practice,we should improve the communication mechanism of public crisis information and build a platform for sharing and communicating public crisis management.
