Study On Government Functions In The Transformation And Upgrading Of Sweater Industry In H City

Since the central financial leadership group proposed the supply side reform in 2015,the government began to carry out the economic structural reform and implement the precise industrial policy.The industrial transformation and upgrading has become an important way to promote the promotion of social productivity.In order to adapt and guide the new normal state of economic development,in the new situation,seize the development opportunity and win the strategic initiative.In 2016,the Shandong provincial government issued a "implementation opinion on the deepening of the structural reform of the supply side" to promote the reform of the industrial structure at all levels.As the grass-roots practice unit of the national policy,how to correctly play its role in promoting the development of local economy is of great significance to the development of the country,s economy.Under this background,the author visited several government departments,town streets and related enterprises in H City,thoroughly and deeply understand the development of the sweater industry in H city and the implementation and effectiveness of the corresponding government public policies.From this,a large number of first-hand empirical data have been obtained.On the basis of interviews,the capital investment of the sweater industry in H city is analyzed.A series of data,such as labor force participation rate,industry efficiency and related GDP,can accurately understand the development status of H sweater industry.This paper takes the H sweater industry as a guide to study the government functions in the transformation and upgrading of local industries.From the talent,policy,foreign trade and other aspects of the countermeasures to solve the difficulties and difficulties encountered by the government in the industrial transformation and upgrading,for the local industry to get out of the transformation and upgrading of the"bottleneck" to provide reference.At present,there are few researches on the transformation and upgrading of local industries at home and abroad at the enterprise level,and less on the government level.Based on the theory of industrial transformation and upgrading,government economic function theory and other government functions theory,this paper puts forward the necessary complement of the market mechanism and the guarantee of the economic development from the three angles of market,government and industry,and then makes it clear that in the transformation and upgrading of the sweater industry,it is clear that it will be made in the transformation and upgrading of the sweater industry.The objective necessity of the function of the government is introduced,and then the functions of the H municipal government in promoting the transformation and upgrading of the sweater industry are analyzed:the industry standards,the promotion of the equipment renewal,the formation of the cluster advantages,and the analysis of the deficiencies in the functions of the H municipal government are also analyzed:the advantages of the dominant brand,the wool sweater,the trade promotion,the policy effect and so on.Lack of surface.In the end,we put forward some suggestions to improve the government function in the transformation and upgrading of the sweater industry from the aspects of strengthening the means of supervision,increasing the investment of science and technology,cultivating professional talents,developing overseas market and the linkage with other industries.
