The civil servants' exchange rotation,also known as rotation of civil servant positions(rotation),is an important part of the “Interim Regulations on Civil Servants”.It is a better way to strengthen the construction of civil servant cadre ranks,enhance the vitality of civil servants,create a good political environment,and build a satisfactory government for the people.The enthusiasm of civil servants has a very important significance.However,at present,whether in civil service or in practice,the rotation of civil servants is still at an exploratory stage and needs to be continuously improved.Therefore,the study of civil servants' exchange rotation system has both theoretical and practical value.This article selects Dalian Municipality as the research object,and uses the methods of literature research,behavioral interviewing,and qualitative quantitative analysis to study the status of civil servants' exchange rotation.First,on the basis of the research on the rotation of civil servants in various regions of China,through the collection of “Dalian Civil Statistic Annual Report” and other related materials,we have fully grasped the number of exchange rotations,rotation times,and current basic conditions of Dalian City's municipal organs in the past five years.The methods,main methods,and successful experiences,etc.;Secondly,three representative municipal organs were selected and went deep into the units.They respectively conducted interviews with the members of the leading bodies of the units,the heads of the organization and personnel departments,and the exchanged civil servants.In the exchange,300 civil servants were selected,and questionnaires on the rotation of civil servants in the municipal departments of Dalian were distributed.Third,through surveys,it was found that the civil servants in the Dalian Municipality and the Municipality's rotation rotation have a greater relationship with the unit's leadership philosophy and take the initiative.Exchanges and rotations have gradually become mainstream,can effectively balance post differences,and the basic characteristics of differences in the perceptions of different people.At the same time,there are specializations in exchange rotation,lack of interest in some cadre exchanges,unsound working connection mechanisms,and exchanges The effect is difficult to assess,and the matchability analysis is not In the final analysis,from the subjective and objective perspectives,we analyzed eight factors that affected the willingness of civil servants in Dalian to directly transfer their posts,and improved Dalian City from the four perspectives of advocacy,grasping principles,innovative methods,and focusing on practical results.The municipal department of civil servants rotation system proposed.
