| Since the implementation of the transportation power strategy,it has greatly accelerated the pace of a safe,convenient,efficient,green and economic modern comprehensive transportation system,and pointed out the direction for the development of transportation in the New Era.As the only maritime administrative law enforcement team,the maritime system must show its new role in serving the national strategy and supporting the development of the shipping industry.In order to achieve this goal,it is necessary to build a maritime team with firm faith,serving the people,diligent and pragmatic,dare to take on responsibilities,honest and clean,and to do a good job in civil servant training is the only way to improve the comprehensive quality and professional ability of maritime civil servants.This thesis takes N Bureau as the study object to study the problems of civil servants training.First of all,by consulting literature,this thesis explains the study background,study purpose,study significance,study status and related concepts and theoretical basis of civil servant training.Secondly,through the way of questionnaire,this thesis analyzes and studies the current situation of civil servant training administration in N Bureau,and reveals the existing problems and the reasons behind the problems.Then,through the interpretation of the training practice of civil servants in maritime regulatory agencies at home and abroad,the thesis sums up the experience of insisting on gradation and classification,focusing on the overall planning of resources,innovating the contents and methods of training,improving the training incentive guarantee system,and promoting international exchange and cooperation.Finally,starting from the reality of civil servant training in N Bureau,this thesis constructs the civil servant training system of N Bureau,and puts forward improvement suggestions on the existing problems of civil servant training in N Bureau from five perspectives:shaping excellent organizational training culture,improving the training system,improving the organization,standardizing training evaluation and coordinating internal and external training resources.These suggestions can not only solve the practical problems of civil servants training in N Bureau,and improve the quality of civil servants of N Bureau,but also provide some reference for the direct maritime system to do a good job in the training administration of grass roots civil servants. |
