Promotion is not only related to development of the civil servants, it is also related to theeffective functioning of the work unit to which was an effective incentive for civil servants.There are a large number of civil servants at the grass-roots level of local taxation system, thetax policy and collection tasks have to rely on grass-roots civil servants to carry out. Due tothe unit level is low, few in leadership positions and career development space is limited, andthe current design promotion system in the civil service had much impact on the civilservants, especially their enthusiasm for the word, it also has adversely affected the local taxsystem’s efficiency and organization tax revenue task.Promotion system in the civil service of the local tax system has been constantly improvedin recent years, and gradually to reform in the direction of the scientific, standardized, but itstill has some prominent issues. AT the same time, after referring to the relevantdocumentation, it was found that very few grass-roots theoretical study on promotionmechanism of the civil servants is available in the current tax system. Therefore, in order tofurther improve grass-roots civil servant management of the local tax system, stimulatingentrepreneurship, Director-General of the civil service, needed to have a more fair and moreeffective administrative measures for the promotion of science.According to Civil Servants Law of People’s Republic of China and the selection andappointment of cadres regulations, take overall analysis--case analysis--countermeasuresrecommends, which are three levels by layer expand research, taking grass-roots civilservants promotions management of H district local tax system of Yangjiang for cases,byanalyzing the existing problems and causes of the existing promotion mechanism of the civilservant in the actual operation by consulting the overseas civil servant promotion system toput forward the suggestions on the system improvement.Achievement and innovation in this paper is mainly manifested in two aspects: Firstly,according to the situation of leading cadres competition in H District of Yangjiang MunicipalLocal Taxation Bureau of the local tax system, summary out the channel of the promotion ofgrass-roots civil servants of local tax system is narrow, and dominant encouragement of levelpromotions is not enough, senior officers ’ will exists, and seniority phenomenon also exists,and promotions information is not open enough, and promotions evaluation system is not sound and promotions is not focused on efficiency, seven problems. Secondly,transform thelocal tax system of basic rank civil servants promotions management system has beendesigned, made a transformation of public servant’s official setting, establishment oflocal-level management system, normative functions and promotions, as well as suggestionson perfecting evaluation system, to establish scientific and reasonable tax system providereference for grass-roots promotion management system.
