Companies apply competency models widely in human resource management, but competency modeling in public sector is a virgin. Psychological research approaches is used to study on competency modeling in this text. This text probe into Z National Taxation Bureau's competency models, and analyze individual characteristic variable influence of competency models.This paper has been used such research approaches as following: document collecting, open interviewing, questionnaire investigation, etc. Then work out questionnaire based on the study, obtain data from reclaiming the questionnaire. In data processing, utilized the functions of single factor analysis of variance, relevant to analyze etc through SPSS11.5 software.The results show that the competency models in Z National Taxation Bureau include five factors, and seventeen competency items; Individual characteristic variable in competency models have no significant difference; The different grade positions have significant difference in management skills factor and work attitude factor.
