Research On The Public Service Organization Model Of "Pivot Social Organization"

Since the reform and opening up,China's social organizations have seen significant growth.Later,our country has proposed "dual regulation",that is,the social organizations are under the dual regulation of registration authorities and business executives,which can standardize and strictly regulate the development of social organizations.Since the 17 th CPC National Congress,social organizations have played an active role in the construction of socialist democratic politics.Under the actual circumstances of“dual regulation”,many localities began to explore the development path of social organizations,especially some places such as Beijing,Shanghai,and Shenzhen proposed the "Pivot Social Organization" development model and achieved significant results.However,in 2016,China revised the “Regulations on the Registration of Social Organizations”again,lowered the access threshold for registration of social organizations,and lifted the “dual regulation” system for many years.At this time,How did the "Pivot Social Organization" Development Model adapt to the New Situation and how to control the direction of future development? which deserve our consideration.This paper takes the “Pivot Social Organization” public service organization model as the research object,and analyzes the background,characteristics and development of this organizational model based on the basic theory of social organizations.It mainly uses corporatism theory as an analytical tool and analyze the typical “ pivot social organizations” public service organization model of Beijing,Shanghai and Shenzhen to try to achieve the following objectives: defining the positioning,functions,and roles of the“pivot social organizations” public service organization model;analyzing the feasibility,rationality and necessity of this public service organization model;exploring the development direction of the service organization model in the context of the social organization management reform and the government function change,and providing reference for promoting the healthy development of social organizations.Finally,it is concluded that face to the reform of social organization management,and according to the development path of corporatism theory,the future development direction of the “ Pivot Social Organization ” public service organization model will becorrespondingly inclined to transform from the “State Corporatism” model to “ The“Social corporatism” model.On the one hand,giving full play to the advantages of the close relationship between the pivotal social organization and the government.On the other hand,promoting own reforms,gradually deepens the separation of government and society,and guiding the healthy development and orderly participation of other social organizations,which will eventually build a social organization system with Chinese characteristics.
