At present,the management level of public services has been greatly improved with the increase of government purchase of public services.The increase also brings opportunities and challenges to the social organizations.The development of the social organizations has entered a new stage.However,we must also clearly understand that the pace of social system reform is far behind the pace of economic reform in China.Although the number of social organizations in our country is developing fast,it is still in the initial stage.Lack of organization abilities,poor working environment and insufficient financing capacity are common problems of the social organizations.Therefore,this paper studies the ability of social organizations to undertake public services.And because of the different perspectives,ways and standards of social organization ability assessment,the definition,evaluation content and evaluation index of social organization ability are different.At present,there is no uniform standard of ability division.In the actual assessment process,we should base on the theory of organizational capability,the evaluation theory and contingency-oriented idea to consider the situation.Therefore,according to the different assessment subjects and objectives,this paper will establish a social organization undertaking capacity evaluation index system and a social organization capacity maturity model.Evaluate the undertaking capacity of Tianjin private non—enterprise units,find the capacity failure and give suggestions for improving their abilities.Also provide reference for the improvement of undertaking capacity of other organizations.First of all,the author sorted out the theoretical knowledges of the social organizations undertaking abilities and government purchase of public services.Based on the theory of organization ability and evaluation theory,the author defined three capacities of social organization,including responsibility,professional service and social influence.By comparing the existing evaluation indexes,the evaluation index system of social organization undertaking capacity was established.Then the questionnaire was distributed to the relevant experts and scholars to evaluation index systemt Lastly,using the analytic hierarchy process calculated the index weight.Secondly,according to the theory of Capability Maturity Model,this paper constructs the maturity model of social organization undertaking ability,determines the composition of maturity model and the evaluation standard of maturity level.Finally,the evaluation system of social organization undertaking capability and maturation model were used to assess the performance of the non-governmental organizations in Tianjin.The relevant data of the organizations were collected through questionnaires.And auther analyzed the datas,obtained the evaluation results,determined the maturity levels of the non-governmental organizations in Tianjin,and provided some recommendations. |
