Research On Dilemma And Countermeasures Of Social Organizations To Undertake Public Service

The policy stressed that the government should provide public service in an innovation way,guiding and nurturing the development of social organizations actively.Therefore,the government consciously cooperates with social organizations in the supply of public services,meanwhile social organizations also shoulder some responsibility of public services which belongs to government.Then the research of balancing the relationship between the government and social organizations becomes an important topic.On the basis of analyzing the connection between domestic government and social organizations,and the development characteristics of social organization,I analyzed the current situation about the social organizations in Nanchang and did deeply research of three communities in Nanchang,it is found that social organizations play an important role in the supply of public service,at the same time,they encountered some difficulties from Nanchang's government system management and social organization.Such as the shortage of capital and qualified person,especially the development conflict between social organizations and government administration.Furthermore,I analyze the Non-profit organization of American with the comparative analysis approach,and I try to find out the reason why the partnership between the government and Non-profit organization in American can be established and maintained stably.Although there are differences between different countries,we still have the same goal to provide public service in an innovation way.Therefore,in order to improve the ability of social organizations in Nanchang to undertake the public service in an effective way,we can borrow ideas from the American which are suited to current situation,and then we can achieve the goal from several aspect,not only should the social organization in Nanchang build up itself and cooperate with high quality talent from college,but also the Nanchang Municipal People's Government need to guide and develop the social organization instead of controlling.The key point is balance the relationship between the Nanchang Municipal and social organization.In addition,we must create a solid social environment for the development of social organization then we can achieve a win-win situation.In other words,we can streamline government administration,and then social organizations in Nanchang can grow healthily and undertake the responsibility to provide public service effectively.
