The town is the lowest administrative institutions in China,is the link between the people and the government,playing an essential role in economic and social development in the countryside even the whole country.Primary civil servants is the firsthand executives of all kinds of policy,They have to finish all the work arranged by superior departments,but also help the grassroots to solve the practical difficulties,They do the most complicated work and bear the most stress.However,primary civil servants are away from the center of administrative system,their promotional opportunities are less than other civil servants.This type of situation result in more sense of loss and less satisfaction about work.In recent years,the Primary civil servants career development has attracted more and more attention,Governments have issued a series of measures on improving primary civil servants treatments,but the primary situation vary widely,coupled with the influence of objective factors,many measures run into a stone wall.Primary civil servants have low salary and outstanding promotion distress problem.how to figure out this dilemma is related to not only civil servant's personal career development,also affect the Party and the Government's credibility.This article from the primary reality,selected the department of author's work unit for study,mainly uses the literature research,questionnaire investigation,analysis and induction,system analysis and so on,study the reason about bottleneck of primary civil servants career development,give a solution to this difficulty.First of all,this article analyzes the research background and significance of the bottlenecks of the career development about primary civil servants,summarizes the current research situation both at home and abroad.Then,based on the introduction of the basic situation of C town in N county,design the questionnaire scientifically.find out bottlenecks restricting the career development of C town civil servants as follows: individual ability,salary Welfare and working environment,promotion system,value realization and so on.Combining the relevant theoretical experience and local reality,this article puts forward some countermeasures and suggestions to solve the bottlenecks of the development of primarycivil servants,mainly from the self-capacity building of primary civil servants,the examination and reward system of primary civil servants and the promotion system of civil servants.
