Motivation is a positive way of management, and motivation of civil servant plays a very important role in civil servant's institution. Primary civil servant is the principal in the whole civil servants. To a large extent, the whole civil servants' quality and efficiency of administration depend on the effectiveness of primary civil servant's motivation. Primary civil servant has a huge number, could impact extensively efficiency of administration, and primary civil servants has great potential of career development, these make us do the motivation of primary civil servant well.Motivation of primary civil servant lacks systemic and targeted research. To perfect civil servant system and management, and build valid system of primary civil servant's motivation could play an important role in upgrading effectiveness of civil servant. This essay takes the motivation of primary civil servant as a survey group, and be based on the theories of the individual analysis on motivation and career development theory and so on as a guide, analyses the problems and reasons of motivation in primary civil servant, and explore the fitting system and measures with the features and career's demands of primary civil servant, those could resolve the problems of missing work's driving force and slow of career development, and then enhances the whole effectiveness of our government.Allowing outside the introduction, this essay is divided into four parts. The first part introduces the contents of primary civil servant and motivation, defines motivation of primary civil servant, analyses the features of primary civil servant and particularities of motivation to them. The second part mainly expounds some related theories, including the individual analysis on motivation, career development theory and fate community. These related theories bring some enlightenment to motivation of primary civil servant. The third part describes problems and analyses the reasons of primary civil servant's motivation. And the last part obtains the primary civil servant's motivation countermeasures, and discuss the whole system of primary civil servant's motivation.
