| As the basic system of government administration and personnel management,the state civil service system has a very important influence on the government’s ruling ability and ruling effect.Since 1993,the State Council promulgated the "Provisional Regulations on civil servants",the personnel system of the government which takes the civil service system as the main body is in the process of continuous improvement and improvement.The improvement and implementation of all rules and regulations have promoted the stability and development of our civil servants to a certain extent,but there are still many problems.Among the problems,the more prominent problem is that the promotion system of civil servants is imperfect,The specific performance is that the promotion of grass-roots units is narrow,the promotion path is not clear,and the implementation process is difficult to push forward and the like.Therefore,how to further promote the promotion of civil servants,especially the grass-roots civil servants from the institutional level,has become a problem that needs to be solved to improve the civil service system and stabilize the civil service.In January 2015,the general office of the Central Committee and the general office of the State Council jointly issued "on the county established civil service posts and ranks below parallel system views".This policy is a major decision made by the government to further deepen the reform of the administrative personnel system of the government,to promote the innovation of the management style of civil servants and to stabilize the construction of grass-roots civil servants.From the implementation point of view,most provinces in China,have studied and promulgated the parallel system of civil service posts and ranks in line with local conditions,and conscientiously implemented them,which is under the premise of full investigation.From the point of view of the implementation effect,the implementation of the parallel system of civil service posts and ranks makes the grass-roots civil servants increase their chances of promotion,improve their wages and mobilize their enthusiasm for work.But the realization of any system effect can be completed not overnight,there are still some problems in the parallel system of civil service posts and ranks now.such as the promotion channels of grass-roots civil servants still exist limitations,lack of practical operability,imperfect evaluation mechanism,slow wage growth,lack of guidance in career planning and so on.How to further optimize the parallel system of civil service posts and ranks,and play this policy effect to the best extent,still needs us to study and discuss deeply.In this paper,a questionnaire survey was conducted to investigate the executive and cognitive situations about parallel system of civil service posts and ranks among villages and towns in Fuzhou.And on this basis,through the questionnaire summary analysis,we summed up the existing problems and the causes of the problems which are in the execution process of parallel system of civil service posts and ranks among villages and towns in Fuzhou.Finally,we put forward the opinions and suggestions in order to improve the parallel system of civil service posts and ranks. |
