A technical civil servants flow system is necessary for government to receive refresh human resources and exchange experiences between different departments.The practice of appointment civil servants has an important influence on the government human resources management.As well as building up a competitive atmosphere,a open and free flow mechanism is one of the main targets of pushing the appointment civil servants policy.As the first area to put appointment civil servants policy into practice,Guangdong Province has been explored the proper management model for years.However,we notice that a flow dilemma exits.For some positions which require high technology skills and degree level,it's hard to attract the proper candidates,and it's also difficult for appointment civil servants to transfer department from one city to another city.Last but not the least,it needs enough courage to flow out,either subjective or objective,and it leads to the result that only a few number of appointment civil servants leave the team.To set up a flexible and smooth flow mechanism is essential for government as well as appointment civil servants.The article focus on the flow mechanism of appointment civil servants in Guangdong Province,using the public management theory to analyse the existing problems and explore the reasons which cause the flow dilemma.To solve this situation,the article try to give some advices,including broadening the recruit channels,breaking the flow barriers between different cities and opening the flow out ways.How to build up a flow mechanism that make a appointment civil servant fit for his position and achieve his career goal,as well as making the government optimize the human resource allocation is what this article aims to.
