| The establishment of a harmonious and orderly flow mechanism of civil servants is an important way for civil servants to achieve metabolism and enhance vitality. As a national autonomous region, the building of civil service in XinJiang is the key not only for the harmonious relations between government and all ethnic groups but also for the stable development of XinJiang. Establishing and improving the flow mechanism of civil servants, building a high-quality and professional civil service is the effective way for civil servants to achieve the replacement of old and new, as well as enhance vitality. It is also an important guarantee for XinJiang to attract high-quality talents; promote the local government to improve effectiveness and optimize its structure as well as improve social development.This paper, based on Xinjiang, drew on the corporate experience in human resource flow, combined with the characteristics and the actual situation of Xinjiang, focused on the analysis about the present situation, the problems and the cause of Xinjiang Civil Service flow mechanism, and finally gave a description and reflection on the countermeasures of the flow mechanism of civil servants, and tried to provide meaningful results for others to understand and study the Civil Service flow mechanism in Xinjiang.
