A Study On The Operation Of The Rural Minimum Living Security System In Linxia Hui Autonomous Prefecture,Gansu Province

The rural minimum living security system is one of the social assistance systems,which is established by government at all levels for the family of agricultural registered permanent residence jurisdiction in rural per capita net income is lower than the local minimum life guarantee standard poor people,the local government provides material assistance to maintain its basic life according to the minimum living standard.The rural minimum living security system is an important part of rural social security work in China,it is also the most basic guarantee system in the rural social assistance system.The smooth operation of the rural minimum living security system is useful to resolve the contradiction between urban and rural areas and promote the coordinated development of urban and rural areas.It is very important to win the battle against poverty.In order to ensure the basic livelihood of rural residents and carry out scientific development viewpoint.We will continue to promote socialist harmonious society and new rural development.Linxia Hui autonomous prefecture of Gansu province had implemented the rural minimum living security system in 2007.Since then,all over the state had been cooperating actively and making efforts to do a good job in the rural minimum living security system.For many years,the rural minimum living security system had been playing an important role in solving rural poverty problems.However,there are still many problems in the system operation,which need to be further improved.This article through the author's field visits,and on the basis of the brief introduction of the operation of the rural minimum living security system in Linxia Hui autonomous prefecture of Gansu province.Start with the following aspects: the collection and distribution of rural minimum living guarantee funds,the determination of minimum guarantees,the supervision of the minimum living security system,and the introduction of basic work and policy advocacy for the minimum living security system,focus on the analyzing outstanding issues.Finally,based on the practical problems in the operation of the rural minimum living guarantee system in Linxia Hui autonomous prefecture of Gansu province.This paper puts forward some reasonable measures and suggestions to improvethe operation of the rural minimum living security system from the following six aspects:increase financial input,develop the rural economy,improve the supervision system for the rural minimum living security system,increase diversified financing channels for the rural minimum guarantee funds,raise the awareness of poverty alleviation households out of poverty,encourage themselves to get out of poverty,improve the level of grassroots work,and strengthen the publicity of the rural minimum living guarantee system.Through the above mentioned research,the author hopes to achieve a comprehensive,coordinated and sustainable development of the rural minimum living security system in Linxia Hui autonomous prefecture,Gansu province.
