International law is the system of rising power.Judging from the historical development process,major countries such as Portugal,Spain,Netherlands,Britain,France,and the United States all use international law to create a more favorable growth environment,and the quality and level of their growth are more in line with the innovation of international law.From the point of view of reality care,innovating international law will not only help a country gain more resources and benefits in the international community,but also help strengthen the rationality and legitimacy of the country in obtaining these resources,and to a great extent,it alleviates the difficulties and obstacles it faced while growing up.It can thus be seen that for large countries,active innovation and the rational application of international law are not only a wise choice for low costs,but also the only way to ensure its smooth growth.In the 21 st century,if all big countries,including China,want to quickly achieve a peaceful rise,we must further improve the innovation and application of international law.Therefore,summarizing the basic experiences of the successful rising powers of international law innovation and practice is of great significance and reference value.This article will use the United States as an example to analyze the innovation and practice of international law from the time the United States issued the Monroe Declaration in 1823 to the creation of the United Nations in 1945,and drew on the basic experience of the interaction between the growth of big countries and international law in the perspective of international law.This thesis consists of four parts:From the beginning is the introduction part.The authors of this section elaborated the research background,research significance,and innovation points of the growth of major powers and international law innovations,providing a preliminary basis for the next in-depth study of the development of the United States in the innovation and practice of international law.The first chapter demonstrates through case studies that during the continental expansion United States in order to safeguard national sovereignty,under various circumstances,the United States innovates and practices international law,and analyzes the characteristics and experiences of this stage;The second chapter shows through examples that during the regional expansion period,the United States innovated and practiced international law through various means in order to obtain benefits,and analyzed the characteristics and experience of this stage;The third chapter demonstrates the process of going global through the case.The United States manages global affairs by leading the establishment of universalinternational organizations,and analyzes the characteristics and experiences of this stage.The fourth chapter mainly elaborates the reasons for the constant changes in the angles and models that cause the United States' international law,and summarizes the basic experience of international law innovation and practice in the process of American growth.
