Research On Police Actual Combat In Border Areas

Border security is an important part of national security,which is also essential to national sovereignty and territorial integrity.With the development of continuous social dynamic informationization,problems that affect the security and stability of border areas are markedly increasing,such as the complicated situation of anti-enemy conflict,frequent occurrence of violent attacks,severity of social contradictions and the increase of social potential safety hazard.All these above problems request the public security organs to promote a higher ability of actual combat.In order to meet the needs of maintaining national security and stability,as well as ensuring the healthy development of economic and social development,we should give great impetus to the construction of police actual combat in border areas.Due to the unbalanced development of border areas in general,there is a large gap between border area and inland developed area in the development of public security actual combat.In order to solve the problems existing in the construction of border police actual combat,such as the out-of-date idea of actual combat,unreasonable organization constructing,defective operating mechanism,backward high-tech facility,low-level informationization,the ineffective internal supervision and so on,this thesis,guided by the theory of national governance system and the modernization of governance ability,aims to construct a theoretical analysis framework for the basic elements : the command,execution,supervision and guarantee.By taking examples of military actual combat,it will analyze the theories of the police actual combat,including the operational mechanism,the role of information and the actual combat ability,from which we can put forward the following specific strategies to strengthen the construction of police actual combat.Firstly,to enhance ideological understanding and deepen the concept of actual combat,including establishing the overall national security concept,enhancing the awareness of comprehensively deepening reform and setting up the concept of efficiency.Secondly,to improve operational mechanism,including flattening organization structure,integrating intelligence command system,propelling synthetic operational mechanism and forming comprehensive prevention and control system.Thirdly,to reinforce technological support,including upgrading the police information platform,promoting the construction of big data resource platform,and advancing the level of information technology.Fourthly,to innovate supervision mechanism,including perfecting the internal and external supervision system,building network supervision pattern and adhering to making the police affairs public.Fifthly,to intensify the construction of police safeguard,including optimizing police deploy,improving police education and training level,and enhancing equipment support.
