Research On The Construction Of Actual Combat-oriented Intelligentized Command And Decision-making Model Of Police

With the continuous intensification of social reform,all kinds of emergencies seriously threaten police and social stability,among which serious violent criminal cases,major mass incidents and terrorist attacks all belong to social security emergencies,and these are the main problems faced by the current polices during practice.The effective disposal of social security emergencies depends on the efficiency level of the police command system,and the key lies in whether the police command decision is correct and efficient.In order to solve the problem of scientificity and effectiveness of police command decision-making,an intelligentized police command decision-making model is constructed by means of literature research,investigation and Delphi method.Specifically,it includes four parts:first,the research status of police command decision-making is combed,the concept of model construction based on actual combat is put forward,and the basic concept of police command decision-making is defined.Secondly,to reflect on the command decision-making of social security emergencies by drawing lessons from the interpretation framework of "information source-information channel”,the intelligence demand put forward by the command decision maker is taken as the logical starting point and the intelligence flow is taken as the core clue,this thesis puts forward an integrated process model for the integration of intelligence and command decision-making.Thirdly,the intelligence demand index system of police command decision-making is constructed by Delphi method.From the research,the structure of intelligence flow can be divided into intelligence dimension reflecting objective facts,command dimension reflecting police resources and action dimension reflecting disposal ability.Its specific content includes mission objectives,on-site environment,materials equipment,tactical literacy and so on,which are the main basis for police command decision-makers to make command decisions.Finally,taking the supporting role of intelligence flow on police command decision-making as the core,by virtue of the integration of information communication technology and artificial intelligence technology,such as data mining,knowledge graph,expert system and so on,the super-individual ability of command decision-makers in the stage of intelligence collection is strengthened,and a supporting grading responding mechanism,scheme transformation mechanism and feedback cycle mechanism are established,and a police intelligentized command decision-making model is constructed.The intelligentized command decision-making model of police mainly consists of intelligence flow processing module and command decision-making module.The model is supported by the technical layer and is affected by external environmental factors such as laws and regulations and cultural customs.Via the design and optimization of the police command and decision-making system,the information transformation process of "emergency dataintelligence products-action instructions" is realized.The application effect of the intelligentized command and decision-making model of police needs to be further tested via practice.In the future,since the police organs have continuously enriched their experience in dealing with social security emergencies and have a deeper understanding of the rules,it is possible to build a command and decision-making system based on artificial intelligence technology through modeling approach.
