Study On Police Individual Moral Choice By The Conflict Of Responsibilities

Under the background of "New Era",the requirements of "being loyal to the party,serving the people,enforcing laws and being highly disciplined" which also called "Four Words,Sixteen Characters Requirements" has not only pointed out the direction for deepen the reform of public security and overall governing police but also provided a new task for construction of police morality.At the same time,some cases of police-undue-moral-choice in responsibility conflict have already been reported and it had a considerable social influence.Therefore,the theoretical and practical necessity of studying the police individual moral choice under the conflict of responsibility is becoming more and more obvious.For a long time,the research on police morality is mostly confined to the scope of normative ethics.However,the ethical issue of police,especially the issue of police individual moral choice based on the conflict of responsibilities,has gone beyond the category of normative ethics.Therefore,the core problem of this dissertation is individual moral selection of police and we do not only analyze the issues from the perspective of normative ethics and legal ethics,but also in virtue ethics and even in the field of aesthetics.From the perspective of responsibility conflict,this paper analyzes the relationship between police responsibility conflict and individual moral choice of police,and then summarizes the existing shortcomings of individual moral choice of police.With the help of the theory of "three levels of police ethics" and the corresponding theoretical models of "ideal police,realistic police and basic police",we try to find out the way of improving the situation of police individual moral choice in the background of the conflict of responsibilities.The article uses the combination research methods of literature research method,the case study method and the value analysis method.It is divided into five parts.The first part is introduction,mainly introduces the background,purpose,significance,research status at home and abroad,research methods and innovations of this paper.The second part is the theoretical basis.It mainly focuses on the overview about the responsibility-theories and moral choice theories both in China and abroad.The major topic of the third part is the conflict of responsibilities.In this section,we firstly analyze the police responsibility system and police responsibilities conflict with the help of cases,especially focuses on the analysis of the relationship between the conflict of police responsibilities and the police moral choice.On this basis,the theme is introduced to the individual moral choice of the police.The fourth part mainly analyzes the individual moral choice of policemen,which starts from moral choice and its standard.Then analyze the psychological and practical process of police individual moral choice and summarizing the existing problems of individual moral selection of police in the end of this part.Based on the above,the fifth part is mainly about the optimization of the police individual moral choice.The optimization includes not only the macroscopic,which includes optimizing the external environment,promoting ability of the moral choice and enhancing the moral impact of police occupation conscience,but also includes a series of specific methods,for example,promoting police ethical institutionalization and police specialization.
