| As one of the countries which suffered from terrorism in an earlier time,Germany has effectively curbed the development of domestic terrorism for a long time in the past thanks to its comprehensive counter-terrorism laws and a relatively sophisticated intelligence system.However,after the 9/11 attacks,the global instability intensifies.A large number of international terrorist organizations represented by the “Islamic State” have been quickly "rising",while the deterioration of the situation in the Middle East causes massive refugees to rush into Germany,which bring localized terrorist forces to a "renewal".Today’s Germany is not only faced with the adverse conditions of the internalization of the domestic terrorism but is also affected by the infiltration of international terrorist organizations,which seriously affect the security and stability of the country.Under such circumstances,Germany puts the international cooperation on counterterrorism on top of its agenda,adheres to its own constitutionalism as the basis for counterterrorism,and promotes counter-terrorism cooperation under benign international regulations.It thoroughly implements the concept of “comprehensive security concept”,advocates for establishing constructive dialogues with Muslim countries and takes the initiative to send counter-terrorism forces to other countries.All of these efforts have brought hope for clearing the security threat within the European countries.Under the guidance of the “civilized power” theory of the federal government and the influence of the “restraint culture”,the counterterrorism in Germany gradually features “democratization” and flexibility in cooperation,which sets a typical example of European counter-terrorism cooperation.Through the analysis of the measures taken in Germany’s counter-terrorism international cooperation,this paper adopts the literature research,case study and comparative analysis methods to discuss the effectiveness and deficiencies of the cooperation.This study is helpful for readers to understand the characteristics of the counter-terrorism cooperation in Germany and its important role in the international system of counter-terrorism cooperation and also provides suggestions for the improvement of China’s counter-terrorism cooperation system.In addition to the introduction part,this paper contains three parts.The second part introduces the current situation of terrorism in Germany and illustrates it in the three aspects,namely the type,characteristics,and incentives of terrorism.The third part elaborates on the cooperation practices of German counter-terrorism from both the macro and micro perspectives.The macro level includes the development process,implementation ideas,and executive bodies,while the micro level provides a comprehensive overview of the specific measures of the cooperation.The fourth part evaluates and analyzes the practices of counter-terrorism cooperation of Germany and puts forward reasonable suggestions for China’s counter-terrorism cooperation according to the experience of Germany. |
