Research On The Qualification Examination System Of Township (Town) Representative

The examination of the status of deputies to the people's congresses of township(town)has an irreplaceable role in the orderly operation of the people's congresses and the electoral system at the township(town)level.However,this work did not perform well and did not play its part.Based on this,this article discusses and studies the system along the three main lines of the subject,content,and procedure of the NPC deputy qualification examination system.The qualification examination system for NPC is effectiveness of the newly elected NPC deputies or the qualifications of deputies to the people's congress who have been elected according to law,which is reviewed by the certain subject,It will then confirm whether the NPC deputies are qualified,or report on the suspension or resumption of functions and the termination of NPC deputies,in the process of electing a representative of the people's congresses at various levels.At the township(town)level,it is a special committee of the people's congresses,and due to the implementation of direct elections and the absence of standing committees,there is a difference between the qualification examination of people's deputies in township(town)and the qualification examination of deputies at other levels.This article analyzes the subject,contents and procedures of the NPC deputies from the township(town),and concludes that due to the current imperfections in the qualification review of the NPC deputies of the township(town)in China,there is a deviation in the ideological understanding between the voters and the reviewers.The reason for this is that there are problems with the subject's overly arbitrary organization,the duplication of the right to review and the electoral body,and the legal predicament of the subject's qualifications;there is a bias in the understanding of the contents of the representative qualification review committee in some regions.There is a disconnect between the specification and the reality;there is a lack of uniform rules in the procedure and some existing provisions are not reasonable.Based on this,it is proposed that the main body should improve the organizational setup of the representative qualification review committee,clearly represent the main status of the qualification review committee,unify the qualifications of the township(town)deputies,and resolve the legal difficulties;the content should clearly indicate the qualification review.Contents,formulate laws,normalize review work,formulate uniform regulations on procedures,and improve existing local regulations.
