Optimization Of Government Functions In The Development Of Ecotourism In Hulunbeier City,inner Mongolia Autonomous Region

Ecotourism is widely spreading around the world as a green,sustainable tourism.This tourism type has the characteristics of no damage to the local tourism environment,and its healthy,sustainable development requires the efficient management of the local government.Hulunbeier City is in a critical period of comprehensive industrial transformation and upgrading.In the background of the original phase-out the development of consumption resources,the development of the ecotourism industry is indeed the best realistic choice for Hulunbeier,relying on its own rich tourism resources.This paper analyzes the government functions in the development of ecotourism both at home and abroad,and believes that the Hulunbeier city government mainly includes four functional roles: adjuster,regulators and night watchmen,public interest holders,and arbitrators in ecotourism.Through analysis of the current situation of the Hulunbeier municipal government in the development of eco-tourism and its achievements,we can comprehensively summarized the insufficient performance of local government functions from four perspectives(adjuster,regulators and night watchmen,public interest holders)after many visits and investigations on the ground.The main reasons include the lack of scientific and complete planning,the absence,under-interfering and over-interfering of government functions,and the government departments still have room for improvement.By referring to the local government management of the natural ecotourism in Aba Prefecture Si Chuan Province and the public ecotourism in Xi'an Shanxi Province,this paper presents a rational proposal for the optimization of the government functions in the development of ecotourism by the Hulunbeier municipal government.To strengthen the government's own construction as the main entry point,to improve adjuster,regulators and the night watchman,public interest,and the arbitrator of the four main functions as the main way to promote the sustainable and efficient development of the local ecological tourism.
