The grassroots procuratorial personnels are the main force of procuratorial work,and also the group that contacts the masses most and embodies the image of procuratorial organs most.The working status of them is the decisive factor for the full function of procuratorial functions.Establishing and improving the incentive mechanism of grassroots procuratorial personnels,is helpful to arouse the enthusiasm of work of them,and is also an effective measure to build a group of highly efficient and honest procurators.In recent years,with the increase of crime,the tasks of the people's procuratorate are more and more onerous,but wages are changed larger,most welfare treatment was stipulated or banned.In grassroots procuratorate,there are more cases but less staves,and as the change of benefits and other incentives under the condition of less than effective role,it affects the grassroots procurators' enthusiasm for work and can't promote social equity and justice.In the context of this background,it needs to perfect the current incentive mechanism to promote and stimulate the procurators' work enthusiasm.In the paper,the grassroots procuratorial personnels in Dalian are taken as the topic for research.The test goes along the clue encompassing problem observation,problem analysis and problem solution.Through application of various mature theories and the successful ecperience of some developed countries,the paper proposes a design plan to optimize the incentive mechanism for the grassroots procuratorial personnel in Dalian by analyzing the problems of the current incentive mechanism,based on the research results of the need investigation.The paper consists of four parts.The first part is the introducton which introduces the background,the significance and the methods of research.The second part introduces the situation of the current incentive mechanism,through the questionnaires,the paper objectively indicates that there are some problems in the incentive mechanism,such as incentive idea obsolescence,incentive mechanism weakness,incentive methods backward,and analyzes the causes.The third part designs the scheme,on the basis of the theories of incentives and foreign experience of the incentive mechanism.The fourth part is about the problem solution and suggestions.The last part is the conclusion which summarizes the whole paper and puts forward the innovations of the research and the suggestion of further research.
