As a legal supervisory organ of the state,the procuratorial organ plays an important role in realizing the process of governing the country according to law and building a socialist country under the rule of law.Especially,as the procuratorial organs of the grass-roots units,the working state directly affects the masses' play sensation.Human resources are the core resources of any organization.At present,China's judicial reform is being carried out in the process of reform,breaking the original management system of the system constraints,which is to improve the grassroots procuratorial talent incentive mechanism,the release of talent dividend a rare opportunity.Herzberg's two-factor theory is a representative incentive theory,which has caused extensive and far-reaching social influence since its inception and has been applied effectively in enterprise management.However,the application of the two-factor theory in the management of public sector,especially the administration of procuratorial organs as the judicial department,is very few.This paper takes the two-factor theory as the theoretical tool to select the procuratorial organs of A city in Shandong province as the research object,and synthetically used the research methods such as investigation method,literature research method,comparative research method and interdisciplinary research method.First,through the A city staff and the basic situation of the loss of personnel statistics and comparison,found that the potential loss of the larger focus groups;the second is through the questionnaire survey in-depth investigation of grass-roots prosecutors,especially the focus of job satisfaction groups And hygiene-motivational factors supply and demand situation.On the basis of this,this paper analyzes the shortcomings of the incentive mechanism of grassroots procuratorial personnel in A cityfrom the perspective of two-factor theory and hygiene-motivational factors,and tries to analyze the five problems of salary compensation,education and training,performance appraisal system,occupational safety and procuratorial culture To improve the A city in the judicial system reform under the opportunity to improve the grassroots procuratorial talent incentive mechanism to provide a reference,so as to better attract talent,nurture talent,stimulate the enthusiasm of the work of talent.
