Human resource management of national public administrative department is important for government to bring the function of public administration into play. The core of strengthening human resource management is to establish a sound and effective incentive mechanism. The normal and efficient operation of the incentive mechanism affects the performance and vitality of the whole work. A rational and effective incentive mechanism can promote the initiatives of civil servants, excite potential, enhance the comprehensive quality, and guarantee the running efficiency and effectiveness of administration.This paper researches on incentive mechanism of civil servants in grassroots national tax system by taking yibin city national tax system as an example. By using questionnaires, interviews and other methods, it is to find out existence problems, and put forward countermeasures and suggestions, though analyzing the present situation of incentive mechanism of grassroots civil servants in yibin city national tax.The whole paper is divided into five parts. It puts forward the problems in the incentive mechanism of yibin city national tax, from the current background of reform. And combined with domestic and foreign researches on incentive mechanism of civil servants, it deeply analyzes the institutional responsibilities, current human resource and incentive mechanism, by looking for literature, questionnaires and other methods. It finds that the incentive mechanism of grassroots civil servants in yibin city national tax mainly has following problems:the performance appraisal system is not reasonable; salary and welfare decline; promotion channel is not smooth; career planning is poor. In view of the existing problems, it does in-depth analysis of reasons, which are as follows:underemphasis of attention to assessment of target management, income affection of salary system reform, limitation of vertical management system, insufficiency of rewards and punishments, mismatching of personal growth and the administration development planning. Combined with the reality of yibin city national tax, this paper puts forward several countermeasures and suggestions, including improving performance appraisal mechanism, solving problems of salary and welfare, innovating promotion incentive mechanism, enhancing the effectiveness of rewards and punishments, strengthening human resource planning and construction of tax culture. Recommendations presented in this paper could help yibin city national tax strengthen construction of cadres, enhance personnel training, promote ability and quality of cadres, strengthen cohesion and combat effectiveness of the national tax system cadres; and they could be a reference for use to a certain degree.
