The Planning And Control Of New Weapon Equipment Development

After entering the twenty-first Century,with the rapid development of the national economy and the continuous improvement of the domestic scientific and technological level,the research and development of new weapons and equipment has entered a new stage of rapid development.There are some major breakthrough in military research every year,especially for the many weaknesses of past research,made a large number of achievements with the world advanced level in aviation,aerospace,ships,weapons,military electronic engineering,physics and other fields of high technology.The jump in the level of national defense scientific research has also made domestic weapons high-end in the international military and trade market.The weapon equipment system is complex in structure and high in new technology,and its development process has many characteristics,such as many participating units,long implementation cycle and many uncertain factors.Therefore,in the new weapon equipment development must establish efficient management of scientific research institutions,the implementation of the project demonstration and evaluation of scientific research projects before working,making developed a detailed work plan system,and implement effective supervision and control in the development process,in accordance with the time schedule review and identification of node organization stage the results of research and development of new weapons and equipment,so as to effectively manage.Scientific research project management is to integrate various organizational systems,research methods and participants,and complete the research projects within the specified time,budget and quality objectives.From the beginning of the project's R & D decision to the end of the project,to plan,organize,direct,coordinate,control and evaluate,in order to achieve the ultimate goal of the project.This paper collects and analyzes a lot of literature,by analyzing the main task of the new weapons and equipment research and development management work and specific work,the project planning and control technology into the development stage of the management process.This paper expounds how to prepare the scientific system development plan and the control method applied in the development process,so as to provide a reliable system engineering for the scientific research management of the new weapon equipment pre research and development process.In the empirical part,this paper takes a model as an example,make full use of project planning and control theory,developed a detailed work plan,and in the development process to collect the test data,the effective supervision and control of the research work progress and effectiveness,ultimately guide the development stage of the successful completion of the work.It has been proved by practice that the theory of project planning and control can play a more important role in the R & D management of new weapons and equipment.
