Nowadays,the information technology develops rapidly.For the high-tech enterprise with products research and development(R&D)as its primary mission,in order to make the scientific means and project R&D more scientific and advanced,improving the design and development level basically,improving the product quality and quickening the development speed,advocating information building,establishing and successfully applying the information design and R&D platform is the inevitable choice for scientific task and enterprise development.As the overall design unit,at present,the institute bears more than 100 research and manufacture tasks being divided into four types.Generally,these scientific research tasks have the characteristics of being more difficult,with high technology and short development period.Along with increasing complexity of products,as well as intense competition between industries,the traditional product design method can not meet the current mission and development needs.The institute put forwards higher requirements for product design,manufacture and management method,such as shortening the development period,improving the product quality,reducing operating cost,providing high quality service,especially in the fields of coordinative design and manufacture regarding multi-specialty and trans-region,project management in the whole product life period and whole system as well as integration optimization of design,manufacture and management.Therefore,it is necessary to set up information design and R&D platform from strategic level to operating level,perform flow recombination,identify the core business,optimize management flow,build high-efficiency R&D organization mode,and conduct advancement and implementation it in a systematic way.Use information technology to change traditional R&D system and optimize it continuously,advance the developing target of information stage by stage.At last,form the organization frame for information design and management system with meeting the need of product research and manufacture as the core,support the enterprise to realize strategy conception.This paper puts forward the implementation program planning of experimental information building project based on the enterprise strategy planning.The study mainly focuses on the experimental building scheme and building content as well as how to establish the information design platform system of the R&D enterprise overall,scientifically and effectively with the project management method.to ensure the project implementation schedule and the accuracy of investment budget,increase the project's risk-resistant capability,and arranges manpower reasonably,standardizes the sectors layer upon layer in the project by the systematic project management means.The program planning considers five project management processes as a whole,the project's start,planning,implementation,control and ending.Through this project implementation,explore the information building system frame and technical implementation scheme which will increase the institute's project R&D means and ability,integrate all kinds of information resources,optimize enterprise process,improve the enterprise's management level,meet the need of enterprise development.
