Research On Government Behavior In Small City Pilot Construction Of Nan'an City

In order to solve the obstacles of the system and mechanism of the development of small towns,to better play the role of small towns in the process of urban and rural integration,in April 2010,The central office with the Ministry of public security and other five ministries jointly issued the ‘notice on carrying out the developed town administrative system reform pilot work',aims to select 25 towns with better economic development in thirteen provinces,such as Fujian and Guangdong,to carry out the pilot reform of the right town expansion,mainly putting the part of the social management authority at the county level down to the township level.To carry out the unified deployment of the central government,Fujian province has formulated the guidance of the office of the people's Government of Fujian Province on the pilot of developing small cities',and put forward the corresponding construction objectives.As the first batch of pilot towns for the first batch of provincial small cities,the Shuitou town of Nan'an city has an irreplaceable role in promoting the urbanization.This paper applies the new public theory and the theory of good governance through case analysis,literature research and field investigation,combines the pilot construction of small city cultivation,Starting from the specific measures adopted by local governments in the pilot projects of small cities in Nan'an,the effectiveness,problems and corresponding causes of local governments in Nan'an pilot area were analyzed.In the end,we put forward the optimization and suggestions on the experience of ‘Longgang town' in the pilot construction of the pilot construction of small cities in China.In the construction and construction of small cities,we should break up the obstacles of system and mechanism,speed up institutional innovation,consolidate the industrial foundation,improve the urban functions,and encourage other subjects to take an active part in urban construction.I hope Nan'an city small city develop pilot construction experience to be able to get higher levels of government attention,as an opportunity to accelerate the Nan'an city small city develop pilot construction,implement the higher policy of decentralization,give full play to let the small city develop pilot town to expand their power,realize the development of small city.
