The Research On Public Participation In Performance Evaluation Of Jinjiang Municipal Government

Government performance evaluation has gradually become a tidal means of government performance management tools,widely in the various fields of public management.This article will discuss the government department staff citizens in governance(including third parties)to participate in government performance management,so as to promote the government performance evaluation mechanism from traditional top-down development mainly in the internal administrative system of management evaluation to the government and the public trust and cooperative governance evaluation based on transformation.This paper mainly uses the literature research method,case analysis,questionnaire survey and other three kinds of research methods,and based on the PV-GPG theory,through the collection,collation and analysis of public participation in Jinjiang municipal government performance evaluation related materials,explore public participation in government performance evaluation problems,analyze the reasons,finally success experience at home and abroad typical cases of public participation in local government performance evaluation in the practice of public participation in the performance management of the government of Jinjiang,provide a reference for the development of the theory and practice of performance management in public sector.Through the analysis,I think that the current Jinjiang city public participation in government performance evaluation is still in the stage of development,such as participation in the selection,the way to participate in the process,on behalf of the citizens,the government performance information disclosure and other aspects are not mature,public participation in a passive state,limited right of government performance management process based on the bottom-up discourse.Study on government performance evaluation system of citizen participation is not.The next step is to change the conception and the function of government,to establish a "citizen oriented" consciousness,enhance public transparency of government information,improve public participation in the relevant regulations and policies;to improve the basic conditions,strengthen the participation idea,strengthen the public participation ability,strengthen the public participation and media participation and organization construction;mechanism construction to regulate public participation the establishment of public consultation mechanism and public supervision mechanism,incentive mechanism,public comment accountability mechanisms;to construct the information exchange system,improve the government information disclosure system,performance appraisal system,public participation in the interactive data platform construction.
