Evaluation And Promotion Strategy Of Zhanjiang Regional Marine Center City Competitiveness

In May 2017,the national development and Reform Commission(NDRC)and the State Oceanic Administration jointly issued the 13 th Five-Year Plan for National Marine Economic Development,and proposed that "promote the construction of Shenzhen and Shanghai and other cities to become the central city of the global ocean".The central city of the ocean has been heated up.At present,the research on the central city of the ocean is in the beginning stage.It is helpful to further answer what is the central city of the ocean,how to evaluate the central city of the ocean,and how to build the central city of the ocean.Based on the theory of growth pole,competitive advantage,regional economic development and so on,taking Zhanjiang as the research object,this paper studies the competitiveness of Zhanjiang regional marine center city by comparative analysis and quantitative analysis.This article is divided into six parts: the first part is the introduction,which mainly includes the background,significance,method,creation and inadequate.The second part defines the concept of regional and regional centers,competitiveness and city competitiveness,marine cities and marine central cities.The third part analyzes the strengths and weaknesses of Zhanjiang's regional marine center city,and systematically examines the current situation of Zhanjiang's construction of regional marine central city.The fourth part establishes the evaluation index system of Zhanjiang regional ocean central city,using entropy method to determine the weight coefficient,and then obtains the scoring and ranking of the competitiveness of Zhanjiang regional marine center cities,and confirms the status of the Zhanjiang regional ocean central city.The fifth part,guided by the "Five Development Concepts",puts forward the countermeasures and suggestions to improve the competitiveness of Zhanjiang regional ocean heart city from the marine innovation and development competitiveness,marine coordinated development competitiveness,marine green development and competitiveness,ocean opening and development competitiveness,marine sharing development and development competitiveness,and so on.Through the study,the basic understanding of the following aspects is formed:Firstly,Zhanjiang has a comparative advantage in location,port,science and education,industry,tourism and so on.It needs to be further improved in the aspects of regional interconnection,marine environment protection,opening up platform,and marine industrial structure.Secondly,the competitiveness of Zhanjiang in the marine economy,the attraction of the ocean city and the development of the ocean city are obvious,and it is the central city of the Beibu Gulf region.Thirdly,the suggestion to improve the competitiveness of the Zhanjiang regional marine center city with the guidance of "Five Development Concepts" provides reference for other cities to build marine center cities.
