Research On Data Quality Management Of Guangdong Prefecture-level City Government Data Open Platform

The number of government open data platforms is increasing rapidly.Guangdong Province,as a major open data province,is the first to complete municipal governments data opening work.The key of building digital government is to realize data opening and sharing.This study uses literature analysis and observation methods,Comprehensive data quality management theory,and Data life cycle management theory.This paper mainly uses the literature method and observation method,combined with the theory of comprehensive data quality management and data life cycle management,analyzes and evaluates the data quality of seven municipal government data open platforms in Guangdong Province from the internal quality dimension,acquisition quality dimension and utility quality dimension,It is found that there are different degrees of data quality problems in the municipal government platform,such as less total data,less metadata entries,inconsistent format,poor data timeliness and so on.First,in the data planning and collection stage: lack of demand planning,limited data technology and lack of general metadata standards.Second,in the data processing and storage quality management stage: improper data processing,inconsistent data formats and updates data,different storage lead to data overlap.Third,in the data opening and sharing management stage: to ignore.the data social benefits,government departments adopt passive openness,which results in limited types of data,resulting in data leak problem.Fourth,in the data security and supervision quality management stage,need to improved data security,and lack of cooperation supervision.The data quality management problems of Guangdong municipal government data open platform are exposed.At present,there are many researches on the data quality management system at the provincial level,but the research focusing on the prefecture level is slightly insufficient.It is of great theoretical significance and practical value to study the data quality management of Guangdong municipal government data open platform.We learn from the advanced experience of American local government and Guiyang government in open data quality management.Establish a data quality management system from data planning and collection stage to data safety supervision and management.First,strengthen user demand analysis,improve data collection technology,formulate metadata standards and specifications,and so on.The second is to improve the data processing process and establish a cloud platform to store data.The third is to stimulate the power of data opening,carry out data review and protect users' privacy.Fourth,to clarify the rights and obligations of data users,the government data platform should actively accept the supervision of data users and third-party organizations,and give full play to the cooperative supervision role of government data departments,data users and third-party organizations,etc.to promote the coordinated and orderly development of data quality management on the data open platform of prefecture-level municipal governments.
