China's State-Owned Enterprises' Grass-Roots Democracy Construction Research

With the acceleration of the pace of building socialist democracy in China,there has been a great development in grassroots democracy in state-owned enterprises.In the great practice of grassroots democracy building,state-owned enterprises have created and developed democratic management systems and democratic supervision systems based on the workers' congresses as the basic form.They have played an important role in realizing,safeguarding,and developing the democratic rights of employees.effect.However,the construction of state-owned enterprises at the basic level of democracy also has problems that cannot be ignored.The rights of the employees,including the rights to know and the right to review,are not fully implemented;the operation of deliberative democracy is not effective;the disclosure of factory affairs is evasive,and the level of satisfaction of employees is not high,etc.These problems have seriously hampered the building of democracy at the grassroots level for state-owned enterprises.pace.At present,China is in a critical period of reform of state-owned enterprises.State-owned enterprises in all provinces and cities have actively promoted the effective implementation of the “1+N” policy system and strengthened grassroots democracy construction.This is the main way to deepen the reform of state-owned enterprises and do a good job in grass-roots democracy building in state-owned enterprises.In order to enhance the cohesiveness and combat effectiveness of state-owned enterprises.This article thoroughly and in-depthly analyzes the status quo and existing problems of grass-roots democracy building in China's state-owned enterprises,and explores the path of grass-roots democracy building in state-owned enterprises.This study is divided into three parts.The first part is an overview of the related theories of state-owned enterprises in the grass-roots democracy building in China.It summarizes the concepts related to grassroots democracy construction in Chinese state-owned enterprises,Marxist democracy theory,and Xi Jinping's grassroots democracy construction theory.The second part is the status quo of grass-roots democracy in state-owned enterprises in China.First,it describes the achievements made by Chinese state-owned enterprises in grassroots democracy construction,including the implementation of fair elections to protect grassroots democratic participation rights,promoting democratic consultations,protecting the interests of grassroots employees,and actively implementing the “threefold A large-scale grass-roots democratic decision-making system,promoting the transparency of factory affairs,improving democratic management,and strengthening democratic supervision ensure the effectiveness of grass-roots democracy;then it summarizes the problems existing in the building of grass-roots democracy in China's state-owned enterprises,including the weak awareness of employee democracy and the unsound process of democratic consultation.The "three-in-one-one-many" democratic decision-making system is not very operative,the contents of public affairs are evasive and light,and the "new three sessions" fail to give full play to the democratic supervision function;and the reasons are analyzed,including the implementation of grass-roots democratic participation rights is not in place,the grass-roots level The main consultation system is not perfect,the “triple-and-big” democratic decision-making system is disturbed by the external environment,the democratic management system is not standardized,and the function of the democratic supervision institution is not clear enough;finally,the countermeasures for grassroots democracy building in China's state-owned enterprises are proposed.Improve the institutionalization level of grass-roots democratic consultations,ensure the implementation of the "three-fold and one-size" decision-making system,improve the grass-roots democratic management system,establish a sound democratic supervision institution,and promote the further implementation of grass-roots democracy building in China's state-owned enterprises.
