The Role Orientation Of The Government In The Construction Of The Characteristic Town

Up to now,our country’s economy and society are in an important stage of transformation and upgrading.In the past,China’s economy has adopted high pollution,low efficiency and low end development.But because of all kinds of disadvantages,the growth rate of GDP has been seriously affected.Therefore,after the social and economic development in China has stepped into the new normal development stage,how is it? To strengthen the sustainable development of social and economic development,how to find new development motivation,how to further promote industrial innovation and upgrading,and form a new development trend of all kinds of innovation and mass entrepreneurship,and then on the new ways of coordination of environment,resources and population development,which have become the individual,enterprise,local and national level.The focus of attention.Through the analysis of the new public service theory and the government role theory under the influence of the construction requirements of the characteristic town and the role of the government in the construction of the characteristic town,this paper tries to excavate the reasons for the success of the characteristic town construction,as well as the connection between the construction of the characteristic town and the role of the government.In the process of analysis,combined with the introduction of the present situation of the construction of Y Lake tea zen town in Wtown of Wuxi city as a case,this paper analyzes the position of the government role in the planning and construction of the Y Lake tea zen Town,the offside and the vacancy of the role of the government in the construction of the tea zen town of Y lake,and then based on the different roles of the management government and the service-oriented government,and give the position of the different roles of the government and the service-oriented government.The related suggestions are put forward to provide a basis and reference for the future construction of other characteristic towns.The paper is mainly divided into five parts: the first chapter is introduction,which mainly introduces the background,purpose and significance of the study,expounds the current research situation and research methods.The second chapter is about the related concepts and theories.It introduces the characteristic town,the government role theory,the government role positioning theory and the new public service theory.The third chapter is the summary of the planning and construction of the Y Lake tea zen town and the analysis of the role of the government.It introduces the general situation of the town of W in Wuxi,the construction plan of the tea zen town of Y lake and the role orientation of the government in the construction of the tea zen town of Y lake.The fourth chapter is the positioning deviation of the government role in the construction of Y Lake tea zen Town,mainly from the deviation of the three aspects,the offside,the vacancy and the dislocation of the government role.Among them,the offside of the role of the government,including excessive market management,financial regulation and regulation,the absence of government role,including imperfect system rules,lack of fairness and impartiality,deviation of political performance,and misplacement of government roles,including excessive land transfer,excessive use of personnel and lack of social security functions.The fifth chapter is the suggestion of the government role positioning in the construction of Y Lake tea Town,mainly from the perspective of realizing the management role and service function of the government role.To realize the management function of the government role is the basis,the author suggests: 1,overcome the conflict of interests and protect the rights and interests of the residents;2,guarantee the land supply of the characteristic small towns,improve the land supply policy;3,improve the social security,guide and encourage the non employment of agricultural transfer;4,form a scientific system standard according tothe policies and regulations.To realize the service function of the role of the government is the key,the author suggests: 1,adhere to the principle of human standard,clarify the role of the service person;2,rely on the tea zen culture,promote the construction of the characteristic industry;3,broaden the financing channels to promote the economic investment;4,strengthen the cultural guidance and converge the outstanding talents.Because of the limited academic level and time and energy,the author is not able to dabble in the field of public management specialty involved in the construction process of the characteristic town,and the practice of the role positioning of the government is not deep enough and systematic,some places may still be missing and wrong,more only a few words.The shortcomings of the paper will be improved in the future theoretical research and practical work.
