Civil Society Construction In The View Of State Governance

In order to comprehensively deepen the reform,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China put forward the overall goal of "perfecting and developing the socialist system with Chinese characteristics and promoting the modernization of the state governance system and governance capability".To achieve this goal,it is inseparable from the benign interaction with civil society.From the theoretical point of view,the theoretical construction of civil society is the realistic demand of national governance modernization.The modernization of state governance depends not only on the reform of the political system,but also on the construction of democracy and the rule of law.As one of the important subjects in state governance,the perfection of civil society theory will promote the construction of democracy and the rule of lawof the society.From the practical point of view,the construction of civil society is the inherent requirement of Chinese social development.In the past,society often participates in social public life in the form of object,and the construction of civil society will help individual citizens or organizations to strengthen the subject consciousness and take the initiative to participate in social public life.On the basis of theoretical and practical significance,this paper starts from the investigation of social epistemology,combs the historical evolution of the concept of "Civil Society" and the relevant controversy surrounding civil society.And on the basis of the reality of our country,I put forward a definition of the concept of civil society,which based on the three-point structure of political state,market and civil society.And this paper divides the composition of civil society into three different levels of individual,community and social organization,and explains the characteristics of the three elements of civil society and the important functions in national governance.As the core and innovation of this article,when discussing the operation mechanism of civil society in state governance,I analysis the relationship between the state,the market and the civil society as the main line.From the perspective of the relation between the state and market,the market is the performance of the nationaleconomic performance,and the state makes the macro-control of the economy.From the perspective of the relation betweenthe market and civil society,the market economy is the economic basis for civil society,and the civil society provides a stable social environment for the healthy operation of the market.From the perspective of the relation betweenthe state and civil society,the state provides institutional and legal protection forcivil society,playing a regulatory,support and normative role;civil society oversees the state,counterbalances the country's excessive violationbehavior of the market and civil society,promotingthe national governance modernization and the realization of good governance.At the same time,I have always stressed that the state,the market and civil society have their own shortcomings.The market may have the possibility of failure;the state mayhave the possibility of power abuse,the possibility of infringing the market and civil society;the civil society may have the possibility of extreme individualism,thepossibility ofconfusion caused by thevalue of diversification.Therefore,the three are indispensablein the national governance andshould achieve the ultimate goal of national governance through a benign interactionAsfocuses on the positive interaction between civil society and the stateespecially,only to achieve the transition from the power-based to the rights-based,only to allow civil society to actively participate in national governance,so that civil society can actively participate in national governance.Theory with practice,this paper expounds the present situation of the development of China's civil society from the realistic angle.I believe that the current civil society in China has a certain system of construction;civic literacy is gradually improveindividuals or organizations in civil society participate in public affairsactively.On the basis of the present situation,this paper makes a deep analysis of the problems of civil society.From the perspective of civil society itself,because the civil society itself is complex,while civic literacy,self-awareness,demands are individual differences.In addition,the independent autonomy of civil society itself is also poor.From the external environment,the current laws and regulations,policy system,support conditions are still lagging behind.These factors affect the construction of civil society in China.Therefore,I believe that the upgrade path of civil society in our country is to enhance the citizen's public life participation consciousness;cultivate citizens' political quality,cultural literacy and education literacy;strengthen the legal system and political system support of civil society;play the role of grass-roots democracy,democratic consultation and social organizations,to enhance the independence of civil society.I believe that civil society should through negotiation and cooperation methods to actively express their demands for the government decision-making,and to build a socialist harmonious societywith the government,and achieve modernization of China's national governance.
