Since higher education has become an important way for the disabled to improve their self-respect,their abilities to participate in the society and contribute to the society,the development level of higher education reflects the degree of social civilization to some extent.In recent years,the number of disabled students who accept higher education in China maintains an upward trend.The building of barrier-free environment for the disabled and social awareness of disabled college students have greatly improved.A development mode involving enrollment-training-employment has initially established which has gradually promoted embedding-integration-symbiosisdevelopment in graduate disabled students.However,looking at the status quo of the development of higher education for the disabled,there still exist many problems,such as the imperfect policy formulation,the relative poor policy advocacy,the constraints of human resources and materials,therelative unsatisfactory effect of the policy implementation and so on.Firstly,on the basis of reviewing the relevant scholars' research results,this paper defines the related concepts of the disabled,higher education for the disabled,and the policy of higher education for the disabled.Secondly,in the theoretical view of the Marxist human theory,concept of Marxist human rights and humanitarian,inclusive education theory,this paper discusses the theoretical basis of the implementation of the higher education policy for the disabled,demonstrates the rationality of choosing Smith's policy implementation analysis model as the theoretical model for this study.On this basis,this paper attempts to establish the policy objectives and the evaluation index systems for the implementation of the higher education policy for the disabledcombined with the concept of inclusive education.Then,through the empirical research by the author and combined with Smith's policy implementation model,the paper analyzes the problems and causes in the process of implementing the higher education policy for the disabled in China.Finally,focused on the basic idea of inclusive education,the paper proposes strategies and measures from multiple dimensions and levels including the state,society,universities,community,family and individual on the view of individuals and organizations,subjective and objective,and tries to construct a policy improvement mechanism and an effect lifting mechanism of the implementation effect of higher education for the disabled by combing methods of "top-down" and "bottom-up".This paper is divided into five parts.The first part mainly teases out the study on inclusive education,development of higher education for the disabled and the implementation effect of the higher education policy for the disabled.Meanwhile,the paper defines the related concepts of the higher educationpolicy for the disabled.The second part is mainly about the analysis on the theoretical basis of the evaluation model of the implementation effect of the higher education policy for the disabled.It also analyzes Smith's policy implementation model and the applicability of choosing this model as the theoretical model of this study.The third partputs forward the evaluation index system of the implementationeffect of the higher education policyfor the disabled.Firstly,the policy objectives and policy evaluation subjects of inclusive education should be confined to be fair,inclusive and have non-discrimination.Secondly,the subjective and objective,individual and organizational evaluation dimensions of the higher education policy for the disabledand the related assessment questions should be confirmed.Lastly,an index system which combines enrollment,training and employment should be established.The fourth part mainly analyzes the problems and causes in the process of implementingthe higher education policy for the disabled.Firstly,according to the empirical research and theoretical studies,this paper analyzes the implementation effect of the higher education policy for the disabled,viewed from the performance effectiveness of the policy.Secondly,according to the problem found in the survey process thatthe development of inclusive education is not enough,this paper makes a theoretical analysiscombined with Smith's model.The fifth part puts forward the countermeasures to improve the implementation effect of the higher education policyfor the disabled.Focusing on the basic conception of inclusive education,and following the principles of combining subjective and objective,individual and organization,firstly,the government and the society must change the understanding to the disabled,set up a new view on the disabled,and increase the economic investment.Secondly,universities,social communities and family should also take measures to promote the implementation of the policy.Thirdly,for educators and students with disabilities themselves,they should promote the implementation of the higher education policy both in perception and action.Finally,in the view of systematic integrity and layered characteristics,a multi-pronged policy improvement mechanism and an effect promotion mechanismwhich combinemethods of "top down" and "bottom up" should be formed.
