The role of education in modern society is not only to promote economic development,but also to the basic undertakings of the whole society,overall stability and the realization of fairness and justice.The education for the disabled is a very important part of the education system in our country.It has more and more influence on the overall structure of the education system and the long-term development of our country.Therefore,in modern society,it is very necessary for us to discuss and study the education for the disabled.It has a certain effect on the social development and the prosperity of our country.The role of education in modern society is not only to promote economic development,but also to the basic undertakings of the whole society,overall stability and the realization of fairness and justice.The fair realization of education for the disabled is mainly influenced by the government,educational institutions,and individuals with disabilities.The education equity is mainly reflected in the three aspects of educational opportunities,educational conditions and educational outcomes.This paper starts with the government function of realizing the education of disabled people,and defines the government role orientation and function definition of the education fair of the disabled.The government is not only the manager and provider of education public service,but also the supervisor and evaluator.The status quo and achievements of the functions of the education for the disabled are analyzed,and the shortcomings in the process of fair performance of the government for the disabled are analyzed and the reasons are analyzed,including the three aspects of access,education and education.Finally,based on the advanced experience of other parts of the country,we propose targeted optimization measures.Through research,this paper believes that the Quanzhou government's function of fairness in the education of disabled people is insufficient.This is mainly due to the imperfect policies and supervision mechanisms of the education for the disabled,the imperfect education system for the disabled,and insufficient financial support.In order to better realize the fairness of education for the disabled in Quanzhou,the government should base itself on the education,increase the investment in education for the disabled,and improve the education system for the disabled.
