The Application Of Community Grid Management

With the development of the city,the community is a link between the government and the public.With the introduction of the theory of public management,how to transform the government function,the government from the traditional supervision,the dominant position into a new period of guiding position become the focus of attention of the problem.Community grid management has changed the traditional community management mode,through the community grid to achieve the function of the government and the transfer of the community,so that the community to assume more management functions.At the same time,the distance between the government and the public is shortened,which is very important for the establishment of the people oriented and the promotion of civil society.Firstly,the paper introduces the background and significance of the research,the main research contents of the paper,the definition of grid,community management,community grid management,and the connotation of social governance theory,new public service theory.Secondly,the paper takes Liwan District Guangzhou as an example,introduces the background,basic framework and concrete implementation measures.In Liwan District community grid management to achieve the results,and finally,to solve these problems,the paper further puts forward the co rresponding improvement measures and suggestions.Liwan District in the community grid division of people-oriented,unified standards,the upper and lower cooperation,attention to the integration and utilization of resources.According to the characteristics of different regions,the Liwan District 195 communities are divided for 500 grid;in post setting,the implementation of Community Grid staff tertiary configuration,"adhere to the fine,embody the principle of difference";realize the power of community,industry and commerce,sanitation and other aspects of integration in the integration of resources;in the process reengineering on the implementation of the supervision and management at the same time;in system construction adhere to the "professionals do not go it alone,the division of labor does not divide family property" guiding ideology,establish the custom log system,analysis to determine research system and the response system of public sentiment;in the information construction realizes the whole community covering urban and rural information sharing.The implementation of the community grid management in Liwan District has improved the efficiency of government administration,has broadened the government service channels,improved the satisfaction of the masses,and established a unified system of community.But at the same time,the Liwan community grid management is still in the low level of public participation,the overall quality of community workers is not high,the organization mechanism is not perfect,the community grid management of funds and other issues.To solve these problems,this paper puts forward the corresponding improvement measures and suggestions from the aspects of changing government functions,improving the enthusiasm of the public participation,establishing the long-term mechanism of the community,establishing the government funds investment system,hoping to provide theoretical reference value for the community grid management in Liwan District.
